Not everyone would want to leave. My background is in mental health. I was a psychologist in my country and I kept studying and working in the field overseas. So, I would not leave a position in this sector after getting PR if this was feasible. The NOC we mentioned (42201) is social and community service worker which includes different positions not just PSW (actually, I'm not sure if PSW is part of this NOC as 42201 may require a degree)It is all dependent on the volume of applicants. May take IRCC a while to catch on but they are aware that people are training to work in these easily accessible jobs that qualify for healthcare draws but many will not actually remain in these jobs after PR so it makes no sense to approve only them and in large volume. If everyone was committed to working as a PSW for life (or ever for 5+ years after PR) they would all likely get approved.
