If your application doesn't pass completeness check then it is returned to you and you won't be issued an EPxxxxxx number.Is this the case for the Quebec province though? As far as I understand from IRCC website, in the specific case of Quebec, AOR is not sufficient for BOWP application, but needs the next stage I.e. having passed the completeness check (R10) and having an application number starting with E.

I was in the same situation having a request to provide a document with UCI and EP assigned, so I've applied for BOWP.they did ask for an additional document (just resubmit and update one date for one address), but at the same time I was issued UCI, EP number and sent biometric appointment letter.
So do I take this is complete and I can apply for BOWP?
Why do they never call all the stages what they are clearly?? (like AOR I just had to infer from an email not mentioning specifically what it was - is "completeness check" the same or do we ever receive a clear document or notification saying that).

An acknowledgement of receipt (R10 passed) letter is issued to an applicant (or their representative, if applicable) once their application for permanent residence has passed the R10 completeness check. The letter is issued by the Centralized Intake Office. If the application was submitted electronically, this letter is sent to the applicant (or their representative, if applicable) via their MyCIC account; otherwise, the letter is sent by mail. This letter should not be confused with the electronic receipt of the application for permanent residence letter. This is the official acknowledgement of receipt letter and it may be used to support a bridging open work permit if all other requirements are met.

Looks like the essential thing to apply for BOWP is the application number (EP)

What I noticed is that for other routes, including the Quebec route, there is no mention of "last 10 years"! Is this only for Express Entry?
