I know. But my question is how to get the work permit till they start the deportation. They didn’t give me ticket or prra. So I need work permit to work to pay bills & afford my lawyer.

I would suggest to apply work permit again and do mention your h&c application number in the same. You can upload your AOR for H&C as additional document. There's a chance you would get your work permit.
Reason for your refusal : There's a policy change in March 2024 and they have been refusing the applications with the reason mentioned by you basis that policy

You can apply for refugee same time with H&C.
Having refugee claim paper, apply for benefits, subsidized housing etc

Persons under removal order are not eligible to apply for refugee. One of eligibility criteria for refugee claim is being not subject to removal order.

21 months is not a firm timeframe. Can take less but also can take longer.

Timelines don’t mean much because each case is different so processing times can end up being different. Based on other’s timelines you are facing normal processing times these days so will hopefully hear in the next few months.

Certainly can do so but they are experiencing normal processing times. If this was not comparable to what others were experiencing I would be more concerned.

I Called the IRCC Call center my application has been assigned to an officer.

I do agree that they want people to leave. However there are tonnes of people waiting for their first or second stage approval under h&c. They can't deport everyone in one go. So till the time, it's quite practical to give them work permit.

Also, @Tny , yes, I have seen the positive results.

will canadian immigration authority ask to see a valid passport before finalizing the H and C application?my passport is almost expired and my visitor status expired too,applied for a visitor extension record but that is still in process,applied to renew my passport but my country’s high commission is saying they wouldnt renew my passport without a valid status in Canada,I am in a deadlock situation,not sure what should I do,would appreciate any advice on this..
