Whatever the motive for the theft . . .
The motive for that theft is clear:
I suppose it would have been more clear (more emphatically swerving around the off-topic tangent) if instead I wrote "Regardless the motive . . . "

I had no doubts or questions as to the motive. Did not want to give the source any more attention than necessary. (Note, for example, in quoting the text I deleted the reference to who posted it and the link to the post. And likewise the link within that post.)

I'll defer commenting on site maintenance. In addition to being off topic, it is not a subject I can offer much insight about even though for years, but more than a decade ago now, I was the moderator of another (very active at the time) Canadian immigration forum. (Which I quit for multiple reasons, including the difficulty of dealing with the spam-trolls, and perhaps even more so the disrupter-trolls, looming especially large.)

Meanwhile, unfortunately it appears there are many PRs who have a misunderstanding about how the Residency Obligation works, many who for whatever reason have the erroneous impression, if not overt belief, that a new PR card restarts the RO clock/calendar. So clarifying how RO compliance is calculated is one of those topics that needs attention here, over and over again.

I suppose this may be obvious, but it was clear to me that you had no doubts about the motive; I was making it doubly explicit to others through the rhetorical technique of repetition that this particular account is a spam account, that there are many others, and that they can comment to moderators about this.
