That's nonsense! Just put your EE profile up whenever you can to maximize the chances of getting an ITA. No matter when your PGWP expires, submit your EE profile.Mine expires mid november and wanted to submit my PR by July-August

First make an express entry profile than worry about this.
Process is as follows:
Understand ircc process first than
1.create express entry profile
2.wait for ITA
3.you got ITA gather all necessary documents submit them
4.After you got their AOR and your work permit is still valid you can apply for BOWP if it's expiring soon.
Afterwards just wait for your pr if nothing goes wrong.Processing 6 months to 1 year depends (fastest 3 month)

About French exam - since you mentioned you aren't very confident about your fluency, I would recommend giving it once so that you can scope out actual weak areas. It is easy to assume that you know your weak areas, but usually people learn a lot more about themselves after giving an exam. So, if you can bump that early (let's say Feb), you can give yourself enough time to fix errors by Jun/July/Aug (instead of learning about your weak areas in Jun/Jul/Aug).Thnx
