Family Class (spouse) taking too long, no update for 10 months

I submitted the Family class (outside Canada and for outside Quebec) application on behalf of my wife as unpaid representative on Feb 10, 2024.
Received AOR on March 2, 2024
Biometrics done on March 26, 2024
Medical passed on March 30, 2024


And after that there has been no update. The IRCC processing time say 10 months but it has been close to 11 months now.
I'm now starting to worry why is this taking too long.

On the application status tracker site it say
Eligibility: Not Started
Background Verification: In Progress

And it has been like that since March.

Is there something I can do? I feel like something is up with the application.

Any suggestion/help is greatly appreciated.

What is her citizenship? Certain countries hav much longer processing times 10 months is a goal not an assurance.

Did you use GCMS to know the updates. I am on same boat. Your med n biometric some in a matter of few weeks, mine they sent biometric in one month then medical in next month .
Yes. I have applied for GCMS notes twice and there's not much there. First time I applied in June and then in Dec. And they are identical except now the Primary Office says New Delhi while the June one was Ottawa IR.

Took about 3-4 weeks on both occasions. Not sure what HIRV means. Probably an internal term they use.
I googled after you mentioned.
HIRV means Human and International Rights Violation

I have submitted the PR Spousal application on Jan 19th 2024, but so far no reply. Not sure what to do. Is there any way to get at-least the eligibility completed so that i will have at-least open work permit to work. Can someone help with this?

-->Spousal PR application(Outland applied from India ) submission date January 19th 2024
-->Received a mail that my application transferred to New-Delhi (india)
-->We got AOR in Feb'2024, Medicals and biometric are done in Feb.
-->Applied Open work permit(inland) in July 27th 2024

Below is the my Current Spousal PR application status (today date: January 26th 2025)
Eligibility: Not started
Background: In progress
Medical and Biometrics : Completed

**Open work permit is still in progress.

**Current processing time of Spousal PR is 10 months & Current Processing time of Open work permit is 135 days.
-->My Spousal PR application time already crossed the average processing time and it is now in to 13th month from the date of submission.
-->My Open work permit time already crossed the average processing time and it is now around 180 days from the date of submission.
