Yes you can definitely apply for a US visa on your RTD, and from what I have read from others who have posted here if you had a valid US visa on your passport that is with IRCC then you likely dont have to go through the interview process again at the US embassy (wait time is 2+yrs for an interview last I checked).
Although everyone's case is different.
