My husband (United States) and I (Canadian) are applying for spousal sponsorship - outland family class.
We submitted our application in December 2024, to have it returned stating: “We regret to inform you that, upon initial review, it was identified that your submission has been made through the PR Portal incorrectly. As a result, your submission is being returned to you. Please be advised that completeness was not assessed and that no further processing will take place on this application. No fees will be retained.”
I’ve seen through forums that people are generally told what is missing through another email. Neither him or I received one, and the only thing showing as incomplete in our portal was the consent and declaration (which you need to sign in order to submit).
I saw on another post on reddit that someone else had theirs returned and the issue was the consent and declaration, as the signature can get erased if you open it up to check it. We waited longer due to Christmas holidays to see if we may get a letter explaining the issue but we never did.
Everything else showed complete in the portal so he resigned (making sure not to open that form again) and resubmitted. Now it has been returned again with an identical worded letter and again no further information was emailed to either him or myself (we've both checked Spam folders!) . We can’t put in a webform as we were not given an application number or client ID.

We called IRCC and the agent was not able to locate our file as it was returned so does not show up on his end, and said it’s strange we’re not getting anything else back. His only advice was to contact a consultant.

My husband is wondering if he needs to put his last name first in the declaration signature as it’s listed in his passport
“Surname
First name middle name”
But I think it’s so weird that would be the issue? He signed it “first name middle name surname”

** to clarify he submitted as PA through the portal, I just refer to it as our sponsorship/portal

Any advice would be greatly appreciated!

Interesting. Are you sure you selected the correct options before starting the application:

Program under which you are applying - Family
Category you’re applying under: - Spouse
Subcategory you’re applying under: - Family class (outside Canada)

I feel like we did it correctly! I knew it needed to be Family Class as we wanted outland. It does show "Spousal Sponsorship" under Application Details and category is Spouse , but I can't see "subcategory" anywhere in the PR portal to check if that is correctly selected as Family Class. I'm not sure if there's a way to confirm that in the portal?

I have seen other people receive a letter saying it was submitted to the wrong office when they did select the the wrong subcategory, but we haven't gotten one.

I hope you discover the answer soon! It might be a good idea to connect with an immigration consultant for more informed guidance.
