TRV From Inside Canada - Normal Processing Time Has Passed

Hi, my brother has applied for TRV from inside Canada since January 2024, he has no update on his application, IRCC keep on telling him it's pending decision. What should be done next?

I have applied for my TRV from inside Canada on October, 2023; one year and 3 month has passed and my case is not finalized as of yet. can you provide a guidance? I have followed up the case with the local MP, and they told me that your case is under security check and you need to wait for the IRCC response. Please let me know if any solutions come to your mind.

TRV Application inside Canada for Indian Passport holder after PGWP.
PGWP Received - July 05, 2024 ( 3 weeks after applying)
TRV application submitted - October 13, 2024.
Biometric Validty letter - October 15, 2024
Background checks started- October 15, 2024
After the above, there was a substantial amount of time with no change to the status. raised a Webform and they responded asking me to be patient. Few Indian PP holders who applied after me got their PPR. Existing TRV expired in November and could not travel out during Christmas.
Was thinking of requesting GCMS Notes or writing emails to IRCC and suddenly got the PPR on January 30, 2025. Now original passport sent through the Post.
Anyone knows why this inconsistency with each application? My Indian friend who studied in the same DLI and same course got the PPR in two weeks.
I am intrigued.

I am intrigued.
My counterfoil for the TRV visa was generated on January 31, 2025, but I am still waiting for the tracking number to be activated! Is anyone else in the same situation? How long does it usually take to receive the passport back after counterfoil generation? Why is IRCC so slow? It’s just a simple passport!
