Yes you should have maintained a relationship after PR approval as well as landing including cohabitation after arrival in Canada. If there is a relationship breakdown you should have removed your common law partner from your application.

But the breakdown was happened after PR approval and also after the landing date. How do I remove the partner after application being approved and after we landed together? Before PR approval date and during the landing, we did not break up and we maintained the relationship. Few months after landing date, we then decided to break up. Based on what you posted you landed sometime in Oct 2021 and left Canada/started a new relationship in December 2021. If you had been living together for likely at least 1 year it is very unusual to move to Canada together and suddenly separate so quickly and start a new relationship in another country.

The first common law relationship maintained 4 years. First 2 years were living inside Canada continuously(both of us had work permits). Last 2 years included time of living together both inside and outside Canada. We landed together before we broke up. And the time I lived inside Canada with first common law partner was over 2 years during this 4 years common law relationship.

What always matters is relationship when you land. The big issues are that you also appear to have been living with the 2nd common law partner during the 2nd half of your relationship and it is extremely unusual to start another common law relationship so soon after ending another one and also leaving Canada together join your new partner. Had you remained in Canada after you separated, had moved to separate homes in Canada and then eventually started a new relationship with someone you had not lived with before there would likely have been minimal issues. You are going to have to essentially prove that there was no relationship with the 2nd common law partner while in a relationship with the 1st common law partner especially before landing.
