Creating express entry profile and applying for OINP non-express entry (PhD stream) later?

Hello everyone,

I am currently a PhD student in Ontario, aiming to graduate next year. After graduation, I believe I will be eligible to apply for the OINP PhD Graduate stream. I already have an ECA for my master’s degree (completed outside Canada) and a general IELTS score of 8. For the past three years, I’ve been working part-time (20 hours/week) in a NOC 1 position in Ontario.

My question is: Can I create an Express Entry profile under the Ontario Human Capital Priority stream now, and if I’m not selected before graduating, apply for the OINP PhD Graduate stream later? I would greatly appreciate your suggestions.
