Change of DLI/College

Hello,

I arrived in Canada in August 2024 with a study permit tied to a specific college. Initially, I transferred to a Tremplin DEC program for 6 months with the intention of returning to my original college after completing this program.

I have the following question:

  1. To return to my original college, do I need to update my DLI (Designated Learning Institution)?
  2. In this case, would I need to apply for a new study permit, or can I return to my original college directly since it was my initial program?

So you never completed a full semester with your original school listed on the study permit?

I did not attend the original college; the consultant changed my DLI to enroll in a one-semester Tremplin DEC program to improve my French.

However, now I need to return to the original college. Currently, I believe it is no longer possible to simply change the DLI again and that I need to apply for a new study permit. Is that correct?

You need to apply for a new study permit. If a college in Quebec, you need CAQ too.

I'm confused. If you didn't complete at least one semester with the school originally on your study permit then you were required to obtain a new study permit to change schools. I'm not sure how your consultant would have changed your DLI.

I think OP arrived in Quebec in August with permit that named another school then immediately changed DLIs. So Tremplin DEC is school attended. Now wants to attend original school but DLI was changed.

Right. But if that's the case, I think that's already problematic.

Agree because if never studied at the school on permit then OP studied at Tremplin without a permit (illegally) as wasn’t allowed to change DLI. OP’s only option is to apply with new CAQ and study permit and see what happens. Hopefully OP has not worked either. OP’s consultant provided very bad advice and guidance.

To make this transfer, it wasn’t necessary to change my CAQ or study permit; I only updated the DLI (Designated Learning Institution) on the government website.

However, after this last update, I learned that it is no longer allowed to simply change the DLI. Instead, it seems I would need to apply for a new study permit.

My questions are:

1. Is this information correct? Do I really need to apply for a new study permit to change my DLI, even though my CAQ and permit are still tied to this CEGEP?

Your understanding of the rules is incorrect. It was in fact necessary for you to get a new study permit to switch schools. If you had completed at least one semester with your original school then you would have been able to switch simply through notifying IRCC. However since you didn't, a new study permit was needed. Your consultant should have known this. Find a new consultant asap.

You were not allowed to change DLIs without studying at the school on your permit for at least a semester. So if you only updated DLI then it should not have been approved. If that is the case, you studied without a permit. Now you have to apply for new study permit with CAQ. You also have to explain why you studied without a permit. It will not come in time for January.

No meu caso, fiz a mudança para o DLI depois de ser aceito neste programa CEGEP de 6 meses.

No entanto, agora eu precisaria alterá-lo novamente para retornar à minha faculdade original.

What we are telling you is you were never allowed to change the DLI in the first place because you never studied at the school. So you studied without a permit. When you came to Canada, you should have applied for a new study permit to study at Tremplin. You may have a lot of issues going forward, and your agent gave very bad guidance.

In my case, I made the DLI change after being accepted into this 6-month CEGEP program.

However, I would now need to change it again to return to my original college.
