Everything completed on tracker and got COPR but no PPR yet

Here is my wife’s timeline

I know COPR means that my wife is approved for PR but how come she got her COPR before PPR? Also how long will it take for her to get her PPR?

She did not get copr, she got allocated a color number. An admin step of not much significance.

The number she got is under this with an expiry date.
