Apparently they stopped processing multiple entry visas and will only issue one entry for a specific length of time decided by the officer. Resulting in processing times increased.

Will more basic visa applications be approved rather than denied because of this?

Some multiple visas will still be issued. In general would expect that TRV will be screened more diligently because of abuse. Always comes down to the profile.

They will still have the ability to approve multiple entry visas, it just won't be the default.

No one here works for IRCC so we cannot definitively answer your question. However my two cents is that this won't result in a lower barrier to getting a TRV approved, then will simply be issuing more that are single entry. I think the same requirements/expectations will remain in place regarding proof of ties, etc. and that this won't really make it easier to get a TRV. But only time will tell and I'm just guessing.
