Yes. Each province has quotas. What school are you attending? How long is program? When did you apply? Where did you apply from? Did you show paid tuition and $26k cash at a minimum?

If attending a reputable public university in Canada for your masters and your application is strong then most should be approved. The issue is the many are applying to attend essentially degree mills like UCW, NYIT, etc.
