can we apply citizenship from outside Canada. I am currently in India and I came here in April 2021, I met all residency requirements.

do we need to be physically present in Canada while submitting application for canadian citizenship or we can apply online from India if we meet all requirements for citizenship?

You will need to put the day you apply as a return date, and add a letter of explanation saying that you're not claiming that last day of physical presence and only did so to satisfy the requirement of the physical presence tool.

Thank you. Also, i need to submit pcc as well. I am in the process of gettting that. So can i apply for citizenship now and mention in the pcc thing that i will submit pcc shortly(3-4 weeks)

I mean, you can do whatever you want, but it's on you if they return your application as the PCC is an integral part of a complete application for anyone spending 183 days in a row somewhere and the first step IRCC does is a completeness check before AOR... Maybe you'll be lucky, but who knows, and in doubt, follow the instructions to the letter, and the instructions say to include the PCC, so better to wait another month before you apply.
Obviously, if waiting another month means losing physical presence days from 5 years ago and potentially putting you under the 1095 days limit, that's a different story and I'm not sure how you should handle it.
