That is correct, BOWP is only available post ITA. If your PGWP is close to expiration and you don't have ITA, you need a closed work permit which requires LMIA. The other option is to apply for an extension while not qualifying just to buy some time and keep working. Although there are no current repercussions to this, it could change soon and given the new heavy handed approach of liberal govt it would probably be significant.
