Guarantor living at the same address

Hello,

The only guarantor I can find (for my first passport) lives at the same address as me (that's a friend). Is it going to look suspicious? If I can't find someone else, is it better to complete the Statutory Declaration in Lieu of Guarantor ? I heard using the declaration can create delays.
