I managed to get a meeting with the member of parliament in my city about my case of extending the work permit and applying for the PR regarding the delay and the problems caused at my daughter's university, which is in need of an answer. He sent an email to the IRCC asking for urgency in my application. My question is, will this email from the parliament have any effect?

Maybe but MPs have no authority. Officer may look at your file but will depend on stage of your application, and what has been completed (background etc.).

So is daughter applying for domestic rates? If not don’t see why school needs proof as she is an international student.

Is the university refusing her admission? Or is that an issue with paying more as international vs domestic student?
If it's just the tuition, then I don't see the urgency.

That's it! But the college is asking for it anyway, that's why he helped me. I contacted Queen UniverCidade and they didn't help at all!!!

Who is Queen UniverCidade? Queen’s University? Why would they help because she is still considered an international student. You either pay international fees or defer until PR. This is not the school’s fault and they have every right to impose international fees.

they gave me 10 days to pay international monthly fee
Then pay if you want your daughter to continue to study? Or she could request for a break/defer until she has PR. But if she is newly admitted, she may not qualify for local student admission.
The requirement may be different for international student vs domestic.

I have already shown them the extension of the work permit/student visa (daughter)and the application for the PR and they have not changed their minds, so the member of parliament helped me! First he called the university and nothing was resolved, then he sent an email to the IRCC who replied that it was enough to give the extension and it was not! Then he sent an email explaining the situation and asking for urgency in my case.

The university doesn’t have to change their policies for you. To them, she is not PR so not eligible for domestic tuition, and there is nothing wrong with that policy. It is the university’s policy.

So MP called the university because the university imposes its own rules around domestic and international fees, and what the rules are. So you want your daughter to have PR approved in the next week or so? Not sure that will happen. But you have a decision to make about whether to pay the fees or not.
