Absolutely nothing wrong with an MP calling a university to clarify what is needed, nor with contacting IRCC for info about the status and whether the documentation corresponds to what is being requested by the university/whether that's possible.The MP should not be calling a university in regards to this . That’s not there mandate , and totally out of line .
If it’s a schools policy to charge international fees to a foreigner that’s there policy .

As several times here: it seems the MP is attempting to clarify (with considerable communication constraints betwixt the applicant, the university and IRCC) just what is needed in terms of documentation in order to meet the university's rules.
That doesn't amount to asking the school to change its policies.
And to repeat a point that seems to have been missed: it's usually policies of Ontario's government that apply, universities cannot arbitrarily decide who pays domestic/foreign freight.
There's reference to this being a 'special program - but I've no idea what that actually means in this case. I suppose a university could eat the difference (less compensation from the government) if it chooses to charge domestic rates when international should be charged. But it cannot charge international rates to someone eligible for domestic under the province's rules and regs (allowing only for reasonable administrative requirements to demonstrate one meets the MUCC's criteria). [If that is indeed what the ministry is called nowadays. It may be skills development, white elephant tunnels and bike lane prohibitions under Master Ford.]

I don't see anything in this text about conflict of interest etc that remotely constrains or prohibits an MP from undertaking what they've done/what's suggested in this thread.
Further, for those who bother reading it, this text is addressed to Ministers, Ministers of State, and Parliamentary Secretaries. Does not apply to 'regular' MPs.
