Hi,

I just received my permanent residency ( copr) I chose my final destination Toronto. I am going to land at Toronto airport. But, I am planning to work and move to Quebec/ Montréal the next day of my arrival via train.

Would I need CSQ to be eligible to work in Montreal? Would there be an issue?

The issue might come up if IRCC decides to verify if you complied with the requirements, as technically you are NOT allowed to establish in Québec via EE. Since you won't spend more than a day in Ontario, you will never technically establish there despite the place of landing. If I were you, for the peace of mind I would just stay in Ontario for some time. But it's your call of course.

And no, you do not need CSQ when you are already PR.

My distant relative lives in Montreal and I am going to stay with them. Also, i am going to stay in Toronto for 2 days and after that I'll move to Montréal. I'll land in Toronto. But, I don't know if they'll verify again.

They might check when you apply for citizenship or to renew PR card. You do you.

Yes and no. Yes you are able to live in work anywhere as a PR. The problem is that you applied to immigrate to everywhere but Quebec so you misrepresented your intentions when applying for PR. That could be a potential issue if IRCC verifies where you settled which they seem to be doing more often recently. The fact that you are going almost straight to Quebec makes it pretty clear that you never had any intention to settle in Ontario. Because you applied for PR in all of Canada but Quebec you don’t have CSQ which will be a problem if you want to apply for access to provincial healthcare.

I suspect very much you won't be allowed to work in Quebec because Quebec has it's own process for selecting people. You have to get a Certificat de Selection du Quebec and that's another (separate) application in itself (plus they have a cap on how many people they select each year). Why did you not go down this route rather than apply just in mainland Canada if you knew you wanted to work in Montreal?

I know because I applied for spousal sponsorship to live in Quebec and had to obtain the Certificat.
