Help! My late co-op work permit application

My academic advisor gave me the letter for co-op work permit literally 2 days ago.
There are three placements that have to be done in my program but the minor two of them are already done.(so the big third one is coming, but not started yet)
My academic advisor told me to get the co-op work permit before that third placement. The letter mentions that I need this work permit for 3 placements(two that is already finished and one coming up)
She said the previous placements will not be impacted and I can still graduate as a full time student if I get a co-op work permit ASAP before the third placement.
So will I be able to get PGWP?
I worked more than 20hours a week for the 2 placements in the past(the school didn’t stop me doing this and they didn’t ask for the co-op work permit). But as the letter from the academic advisor requires the co-op work permit for all 3 placements, will the past 2 placements be covered by co-op work permit and won’t consider as working more than 20hrs because of co-op work permit I will get?

So you can only work 20 hours a week, and has nothing to do with school (they don’t care) but you don’t meet PGWP requirements. The past two placements are not covered by a co-op permit that you don’t even have or have applied to. Getting co-op permit will take months.
