Yes and no. I could create a new account but I received P1. But in tracker it shows eligibility and background check is in progress !

YES.
I called IRCC they said spouse is accompanying so they requested the fees. I replied to that email saying spouse is non accompanying and gave the same reason I gave while applying which is low cut off score. But they replied saying my spouse is selected as accompanying and to pay fees. So I paid fees and waiting.
I already mentioned in the application and email response regading the reason for non accompanying. They already passed eligibility along with spouse. Even i don't understand what's happening.
Then they might process only your application."We are not planning for spouse's PR at the moment ". This is what I told to my agent.
Dont know what he submitted.
I also received P1 and the tracker - which has finally started to work! - shows that my background is in progress and eligibility has not started yet. I guess it's still to fully up to date. Waiting for portal 2

Outland French Language Proficiency ITA in April.
AOR 20 June.
So two weeks ago I called IRCC and they said that criminality passed, security will begin and after that it’s eligibility.
I called them 27 September and when I asked the agent news about my file she seems surprised like about what she asked me if I received something I said yes my invitation to apply and she said me that she will check, after that she told me that it’s all good they have all the documents and she can’t affirm that I got it but that they will send me a letter to send my passport for visa.
So I asked her if security and eligibility are good she said me yes all is complete we need nothing that’s why she says all that to me and all I have to do is wait.
I was surprised so I checked my GCKey account directly after and I have an update, Final Decision with the date of 27 June and the rest like the file is still processing.
And not long after after I received a message in the GCKey account saying that I need to send my passport with photos and informations to get my PR
Is it normal to receive that message directly after the FD update ? And does it mean that it’s approved yes ?

Also I didn’t received it as a mail in my email but as a message in my GCAccount
And in the tracker and GCKey, everything is not complete yet, even if I spoke with an agent on Friday who said me that it is.
I gave my passport today like they ask.

As mentioned from many people, sometimes information on tracker and GCkey is not updated fully even after receiving PPR.
