As far as I have seen last around 10 years, TN visa adjudication is lot more rigid. Substitution, equivalanecy and evaluation as same or similar, has limited success.
If you are taking a diploma route, then try to meet the requirments of that. Dont try for what will acceptable and equivalanet. H1b is lot more open to substitution and equivalency than TN.

So try diploma+3 years expereince and diploma should be from North America and should be two years, also be careful law says Post Secondary diploma, in IT or related field and so should be the experience.

I am assuming you are trying for Computer Systems Analyst, if you are trying for Software Engineer, this wont work. Make sure the title and and work description is clear in those terms.

I am trying for Social Worker. There is no work experience stated as requirement just Baccaluareate or Licenciature degree.

No harm trying, will be diffcult case, lot depends on the officer adjudicating your case at the border as well.
But even if the case is approved once does not guaratee that same will be approved next time.
Seen cases where person has been been working for same company, same position, same education qualification, had to two previous TN approvals at the border, when the person goes for third extension officer simply says your education does not qualify you for the TN visa. When told why she got two previous approvals, at the same port of entry, officer just said they dont have to defer to previous approvals.

Try reaching out to the Attorney experts in the TN field. There is a good chance if you go with them. Do not risk on your own in complicated scenarios
