It is highly recommended that you use BLS/PSK instead of going to Delhi Police. You should read the past rejections of application due to a police station issued PCC instead of a BLS/PSK issued PCC. Some of these PCCs issued by state police don't cover all duration/locations that are required. Read through the rejection scenarios for a local station's PCC and see if you are okay. Also, my response is in the context of an EE application - which is where you can't have any PCC related risk as it leads to application cancellation. For your case (citizenship application), an incomplete application will be a minor annoyance; whereas in case of a PR application it could be their one and only chance.
In all the rejections posted by people so far, either the dates were not matching or the location/address was not matching. I am yet to find a case where delhi police or any other state PCC was rejected for a reason other than dates/locations.

That being said, I agree stakes are a lot higher in EE and even I myself did PSK PCC 5 years ago. The reason I am exploring the delhi pokce route is that BLS is asking for COPR which I have lost or it is probably in Delhi. Therefore, I am trying my luck getting this document directly from Delhi police. I don't understand why BLS needs COPR when I am sharing a PR card anyhow. Their focus should be PCC - not sure why they need landing record.

There should be a couple of cases here for duration that the PCC covered as well and that leading to rejection. Since those aren't standardized and vary from state-to-state, not sure what to expect there.

Btw, this might be worth checking for you: https://ircc.canada.ca/english/helpcentre/answer.asp?qnum=045&top=12 - you can get your verification of status document for BLS as well. You can try your current citizenship application with Delhi police's PCC and if it doesn't workout, get VOS from the link and then use BLS. Best of luck!
