Hi All,
I am looking for advice regarding my Family Sponsorship Application for my parents.

I sent my application on December 19, 2023.
September 12, 2024: I received an email from CIC Mississauga as a "FINAL NOTICE", asking me for a bunch of documents, which I must provide in the next 30 days (For info, this is the first time I received this email. I don't know why it's a FINAL NOTICE)

The requested information is excessive and I do not understand the request itself. Am I supposed to submit, for example, every single bank statement since I came to Canada? Why 5 years then the last 2 years? That's A LOT.
Has anyone had the similar experience and how did you respond?

For information, I am currently living outside of Canada for the last 1.5 years (for job reasons)

You don’t qualify to sponsor your parents if living abroad unless working for the Canadian government and posted abroad. I appears that IRCC is trying to establish whether you actually qualify for PGP. They assume you don’t so it is up to you to attempt somehow prove you do but if living abroad not sure how that will be possible.

If you don’t actually qualify for PGP2020 or PGP2023 then just withdraw your application versus spending time gathering information that will just prove you don’t qualify.

It also appears that you may not even have qualified to apply in 2019 or 2020.
I do not understand the reasonableness of this scheme. You put your name in the lottery, and 4 years later, got invited, but you MUST LIVE IN CANADA the moment you apply and until a decision is made.
If you happen to live aboard, are you supposed to drop everything and come back to make the application?
And even so, I would not be employed in Canada in order to provide payslips, etc.
Normally there should be some room for maneuver

I do not understand the reasonableness of this scheme. You put your name in the lottery, and 4 years later, got invited, but you MUST LIVE IN CANADA the moment you apply and until a decision is made.
If you happen to live aboard, are you supposed to drop everything and come back to make the application?
And even so, I would not be employed in Canada in order to provide payslips, etc.
Normally there should be some room for maneuver
Unfortunately IRCC generally doesn't allow any room for flexibility on this requirement. To sponsor your parents you must be living in Canada at the time the application is submitted and then continue living in Canada while the application is processed. To clarify, were you living in Canada when you submitted the application in December 2023? If not, how soon after that did you relocate back to Canada and have you been living here since then continuously?

To clarify, were you living in Canada when you submitted the application in December 2023? I was on a sabbatical leave. I was moving around and went back to my home country to take care of my parents as they were not doing so well health wise. I still consider Canada as my home (Canadian citizen). I kept a credit card. I had a temporary address set up to receive mails.
Now I feel "robbed" because I lost this opportunity due to the timing, but it's not possible to expect any timeline from CIC at all.
My plan is that once my parents received the PR, we will all go back to Canada permanently.
Had I been invited earlier, I would not have left Canada. The fact that my parents are not there is the primary reason why I had to leave Canada for a while.

Do you think there's some reasonable ground to convince CIC that Canada is still my home during this period of time?

I just read your first post again in more detail. If you are currently living outside of Canada, the you do not meet the basic requirements to sponsor. I would withdraw your application rather than wasting time responding to their request.

IRCC is going to refuse the application. As said above, you do not meet one of the basic requirements to sponsor. The only option I see is to try to appeal that decision with the help of a lawyer once you have the refusal. However I'm not sure you'll have a chance of overturning the decision given the refusal will have been correctly assessed by IRCC per the program requirements.

So one other alternative in addition to what I said above. Another option could be to respond to the IRCC request, indicate you are living outside of Canada and do not meet sponsorship requirements - and then request H&C consideration despite not meeting the program requirements. If you want to do this, strongly recommend hiring an immigration lawyer to respond to the letter and request H&C consideration.

The goal of the program is family reunification. You are not living in Canada. You also appear to have only moved to Canada in 2019 did you meet LICO for 2019 and for subsequent years? PGP is a privilege that a small number of people receive compared to demand. You also applied as a Quebec resident but are no longer living in Quebec so would you even qualify for only 1 year of meeting LICO. You got selected for PGP very fast compared to most families based on being in Quebec and the fact that the government kept using the pool from PGP2020. Knowing IRCC kept pulling from PGP2020 pool you must have realized you were putting your application at risk by leaving Canada soon after receiving citizenship. Having any form of parent & grandparent sponsorship given our HC crisis and ageing population is a minor miracle but it is literally like winning the lottery given what Canada provides so yes most remain in Canada hoping to be selected and remain after they are selected.

Hello all,
As expected, CIC has told me I am ineligible to sponsor. However, they forwarded my parents' application to a Visa Office to continue... Which I do not understand the logic of this.
They made it clear that my ineligibility greatly impacted my parents' visa application (isn't there supposed to be zero chance?)
What is the point of continuing the application then?
Have you had any experience with someone continuing the application despite being ineligible?
