Further Questions from CIC on my Family Sponsorhip Application

Hello all,
As expected, CIC has told me I am ineligible to sponsor. However, they forwarded my parents' application to a Visa Office to continue... Which I do not understand the logic of this.
They made it clear that my ineligibility greatly impacted my parents' visa application (isn't there supposed to be zero chance?)
What is the point of continuing the application then?
Have you had any experience with someone continuing the application despite being ineligible?

There is an option to continue process the application or not in the online application that you filled in.
If you selected that option, IRCC will continue the process regardless.

You must have checked the option to continue processing your application even if you were found ineligible as a sponsor
