1. They can ask. More likely they will ask questions about last visit or other questions that may get them to the same issue. THey may be more concerned about asking questions that would lead them either to gauge chances the traveller is doing something more criminal than minor immigration issues, or simply if the traveller is telling the truth.
2. They can. They usually don't ask all travellers.
3. Any question they like.
