Visa refused, then approved: how should I report this in future visa applications?

Hi. I applied for a visitor visa and it was refused because I “failed” to submit my biometrics and photo to IRCC. Meanwhile I did. I then filled a web form (technical) and explained their mistake and asked for a reconsideration. My application was reconsidered and approved.

How do I capture this in future visa applications? Should I select yes or no to being refused a visa in the past? The refusal letter still shows on my portal.

So you answer Yes if you are asked if a visa was ever refused.

If the application number did not change, you were not refused and you answer no.
