Canada ends temporary public policy allowing visitors to apply for work permits from within the country
Ottawa, August 28, 2024— Immigration, Refugees and Citizenship Canada (IRCC) has ended a temporary public policy that allowed visitors to apply for a work permit from within Canada, effective immediately.
IRCC introduced the policy in August 2020 to help visitors who were unable to leave the country due to COVID-19 pandemic–related travel restrictions. Under the policy, visitors in Canada could apply for a work permit without having to leave the country. In addition, foreign nationals who had held a work permit in the previous 12 months but who changed their status in Canada to “visitor” could apply to work legally in Canada while waiting for a decision on their new work permit application.
While the temporary policy was set to expire on February 28, 2025, IRCC is ending the policy as part of our overall efforts to recalibrate the number of temporary residents in Canada and preserve the integrity of the immigration system. IRCC is also aware that some bad actors were using the policy to mislead foreign nationals into working in Canada without authorization.
IRCC will continue to process applications submitted before August 28, 2024 under the policy.


There are so many questions surrounding this. One of which is how about falgpoling? Is that considered as within Canada or outside since its at POE? any thoughts?

We don't know at this time. However logically they will put restrictions on that as well. They've already cracked down on PGWPs so it would make sense that the next step will be to restrict flagpoling to only those who actually qualify, meaning individuals from visa exempt countries. But who knows. We'll have to wait and see.

It seems a bit strange that this policy was allowed for this long. Covid has been a non factor for nearly 2 yrs now.

i guess they are prepping for the upcoming election….
Won’t matter what they do , they are toast

And they only have themselves to blame

Only ones I truly feel sorry for are Canadas youth . They’ve been royally , like royally screwed over

Hi, can you share your flagpoling experiences here please? From Visitor to Work Permit. I have a relative on Visitors Visa who has a LMIA in process and would like to flagpole instead of going back home. Thank you.

It’s unclear how tough CBSA is now going to be to especially visitors who try to get WPs. Canada is trying to reduce the number of temporary residents so even with an approved LMIA no guarantee of a WP. Could also end up with CBSA giving them a limited stay inn Canada if WP denied and flagpoling. The recent directives are still relatively new and we don’t know the unpublished directives sent to CSBA and visa agents. What once was quite easy (which is one of the isssues), may become quite difficult.

If flagpoling is still allowed then introducing the changes of applying outside Canada makes no difference. Most people who got LMIAs while inside Canada flagpoled anyways. So if they still allow it then why announce the change.
