I recieved an email today stating when my COPR will expire and to reply within 3 days to confirm that I have a plan to come to Canada. Is this when I receive my passport back and I can go to Canada? I have had problems with the photos and this was my third time submitting them, and I'm unsure whether this means they were actually accepted?

I think you should give them the confirmation and not worry anything else.

While I would love to, I can't. I gave them my confirmation, however they do not communicate with you other than the bare minimum, passports are expensive and I don't want it to get lost in the mail, and I have been separated from my family and husband for over a year, and my whole life has been turned upside down because of it. I need to know these things.

This is strange. CIC is asking you about copr expiry date? I'm confused, why can't they see it in your profile?

Explain to CIC about your plan of moving to Canada. I don't think you should buy ticket yet and explain to them you can't make this huge financial decision till you get the visa.

They notified me of my expiry date, which is in about a year from when my medical exam was. the email states:
"After reviewing your file, we noticed that your COPR will be valid until 2025-04-15 . This means that you must land in Canada before that date. If you think you can land before the expiry of the COPR, then our office can go ahead and finalize your application.
If you need more time to land, then our office can request an extension. Please be aware that for an extension of the COPR to take place, the medicals will need to be reassessed/new medicals will be required - which can take several weeks."

So, I told them that I am able to land before that date. I'm not sure if it is supposed to imply that I am expected to go to Canada, or if I am still waiting for my passport to be mailed back to me at my current American address, which is what I assume I am waiting for, hopefully along with my immigrant visa.

They are simply confirming that this will be enough time for you to travel to and land in Canada before April. That's all. You confirm, they'll send you your passport back. (I don't know why they felt necessary to confirm this but no need to worry about it).
