She needs to be fluent in either English or French unless you are a Canadian PR or citizen and have been selected to sponsor her as a parent.

It is definitely not recommended just to fly to Canada and hope things work out. She needs to start by determining which program she is going to apply through and if she qualifies and has enough points to be selected.

If she does not know English or French fluently, then immigration to Canada is not a realistic plan.

There are provincial deadlines that does not require certain high standards of english, but thanks as well for the recommendations :) cheers. My lawyer secretary told me that: with PR i can help my spouse/children. And for sponsorship the requirements are a million of dollars in insurance and other

Are you referring to a supervisa? If you are a PR your parent apply to can come visit you for a longer period of time if you meet certain financial requirements and buy supervisa healthcare insurance but that does not lead to permanent stay in Canada or the ability to work. Also supervisa not grunted. In general very tough for someone over 40 and especially without English or French to be able to get WP or PR in Canada. Immigration system favours young with language skills.
