PAL Exempt?

Hey guys. I'm a little bit confused about if I'm exempt or not for the PAL. I have a valid PGWP and eTa and I'm looking to apply for a new postgraduate program of 1 year at Seneca college, do I need to apply for a PAL as well or am I exempt as I have a valid PGWP?
