Honestly go to a public DLI, not a private school that no one has heard of in an office building. You show what jobs you can get after graduation. You need to research your economy and the jobs available in your country. Show that having a Masters is required. Show what you make now and what you will make when you get a new job in your field.
So its fair to switch schools (from College-Diploma to University-Masters) in this application without adverse effect on my chances of approval. (Remember I have 2 refusals already)

You can switch but switching to a Masters program at IBU doesn’t necessarily improve your chances. IBU is a private school only attended by international students. So may not be a step up.
Would not waste my money on IBU or a business degree unless from a good public university. There are so many international students with business degrees from awful schools who are now working minimum wage jobs or unemployed unable to secure PR. I didn’t even know this university exists and have lived in Toronto for 20+ years and apparently live very close to one of their campuses. This is essentially a degree milll which shouldn’t exist.
