NBi Police Clearance request for the 2nd time

I need help. We submitted our application in December 4 with an expired police certificate. PA was in the Philippines that time. IRCC issued MIL SA and BIL then asked for a valid police certificate on Jan 23. We submitted the valid police certificate by regular mail on Feb 09. Canada post confirmation of deliver on Feb 13. On March 8 we get an update in the tracker saying “We received the information you sent us”. On May 20 I get another update saying “We received the police certificate you sent us”. Today IRCC sent a letter requesting a police certificate once more. Now PA is in Canada. Your advice is much appreciated.

I have one more question as I process this. Our visa office is in Manila. Would you recommend emailing the Canadian Embassy in Manila for clarification? Shall I upload the still-valid police clearance that I previously submitted through the GCKEY portal? Thanks.

Just in case you arrived on this thread and are willing to give advice. Here is a quick recap:
  1. We sent the NBI Police Clearance on Feb 9, 2024. The police clearance was issued on Jan 29, 2024, and expires on July 29, 2024.
  2. IRCC received the document on Feb 13. We have a Cana Post confirmation of receipt
  3. On Jun 07, we received a request to submit an NBI Police Clearance from the Canadian Embassy in Manila
My wife came to Canada on TRV on May 7th, and once she landed, we changed her address. Address change now appears on Tracker.

Your advice, please. Shall we:
  1. Get a new NBI Police Clearance, which will take a longer time because my wife is now in Canada, and the document will have to be issued in the Philippines.
  2. Or send the one we sent before, which is still valid until July 29, and accompany that with an explanation letter asking them to honor the one we sent.
Your input is much appreciated.

I think the NBI should be valid for 6 months before the application, that's why they requested a new one. Pls check the website of NBI, you can renew it online.

Two points:
  1. The clearance we submitted was newly issued and the IRCC clearly states that any police clearance certificate should be valid within 6 months and not for 6 months. When it was received on March 9 it was valid within six months of submission and that is still the case until now.
  2. Requesting NBi Clearance online requires NBI ID# which is not available with us. Is says we can find it on a previously issued clearance on the upper left side of the clearance but nothing is there. If you know anything about that.

I found out now that what we sent was a National Police Clearancw which something else. Do not do the same mistake. Know what you are getting before hand.

I see.. Now you need to go to the nearest Philippine consulate to process the NBI. They will help you for the proper procedure.

UPDATE:

We made the naive mistake of sending a National Police Clearance instead of an NBI Clearance. I didn't know there were two types of police clearance in the Philippines. My wife left for Winnipeg two days ago where there is no consulate. Here is what we are doing now:
  1. She obtained NBI form 5 from a services office in Winnipeg. Form 5 is the form NBI uses to roll fingerprints on
  2. She then had her fingerprints rolled by the Canadian Corps of Commissionaires in Winnipeg
  3. She sent me the form by express mail and I'm expecting to receive it by the end of today Wednesday, Jun 12
  4. I booked an NBI appointment at the Philippines Consulate in Vancouver to have the NBI Form 5 authenticated and then sent to NBI in the Philippines
Hope it works within the 30 days time frame availed by the visa office in Manila.

Also send authorization letter for your relatives to process and claim your NBI in the Philippines on your behalf.
