Made an ATIP request asking about Endeavour clients in general as well as the meanings of "e-Grants PE" and "e-Grants DF". Let's see if anything comes back at all..
Out of the blue, I received a CD in the mail in response to my ATIP request. A data dump of 1033 pages of PDF (168MB). Most of the pages appear to be some sort of spreadsheet printouts regarding the status of thousands of citizenship applications (application numbers redacted) -- totally useless. The rest mostly consists of pages of pages of emailing back and forth between Centralized Network and Domestic Network. My understanding from reading between the lines is that DN (local offices) handles routine processing, whereas CN flags files for Project Endeavour to be processed by CPC-S Team 2. Some processing procedures are included, but they look pretty standard at least to me and nothing there explains why the long wait.
The most (and perhaps only) informative piece of information is regarding the processing time of Grant Endeavour Applications from AOR to Final Decision:

Funnily (and a bit ironically I suppose), the very first page of the ATIP response is a "Message from the Registrar of Canadian Citizenship and Director of the Citizenship Program Delivery (CPD) Division". It announces "Élimination [redacted] de la catégorie Endeavour" effective July 12, 2023. I quoted the French version because the English version was redacted in an awkward way ("Elimination of [redacted] Endeavour"). It ends with "Endeavour files [redacted] are no longer being identified. Cases which have already been triaged as [redacted] Endeavour) cases will continue to be processed [redacted] ".
As expected, the ATIP response did not address what Project Endeavour is about (what it's for), nor what determines who gets assigned to be an Endeavour client (triage criteria).
They also conveniently ignored a question I explicitly asked about: what "e-Grants PE" and "e-Grants DF" mean. Nonetheless, as folks in the "Grant DF club" thread have figured out, DF means derogatory flag. Considering that the ATIP response has "e-Grants PE" all over the spreadsheet printout pages, I think it's pretty safe to assume that PE means Project Endeavour.
