I think they said "or 4 references" because if, in lieu of a guarantor, they choose to use the declaration form signed by a notary, then that form itself asks for 2 additional references, hence bringing the total number of references to 4. By the way, your references don't have to be Canadian...

"Possible AKAS" likely means their system is suggesting that you might have aliases (AKA = also known as). "Clearance Pending" might mean waiting for security screening; but hard to tell for sure withou CSIS notes.

Just the issue date was different.
