Without being in Canada or having a work permit, you cannot look for a job. Since you seem to be focused on SK, just remember that for the EE-skilled worker stream, your NOC (job experience) must match your education. For many IT NOCs you need a license in SK.

Manitoba is even more difficult than SK. You need a job offer approved by the Manitoba government even through EE. What is your CRS score?
385 with no candian experiance, I havnt done the IELTS test yet so I assumed score (can potentially go higher), after 1 years of canadian experiance it jumps to 463
Score right now is too low for OINP-EE stream , and also Express Entry. OINP-EE streams are based on score and NOC. Your score may still be too low with Canadian experience and no LMIA. You cannot count on a LMIA as it is very difficult to get. For EE, your work must be skilled. Learn French and you will get ITA. You are guessing what the PNP and EE programs are going to look like in a couple of years. Provinces are shutting/halting/revamping their programs and not accepting people. EE may change to a skills in demand only program. Who knows.
If you get nominated under foreign worker stream before your current work permit expires, you can apply for a closed WP with the WPSL that comes with your OINP nomination. Apply immediately for your WP with the support letter.
So which province to move? basically its either working on NOCs with TEER 1,2 or 3 and you may get lucky to get picked... or work (and maintain) for 2 years in a blue collar job where your employer have a free hand to take advantage of your situation...
I don’t know you, your profile, education, how much money you have etc. to tell you where to move. Provinces are starting to scale back on their immigration programs. Some SINP programs are in review. Alberta has paused its non EE program. PEI has its program on hold. Manitoba just announced that focus will be on having family in the province which has upset international students who hoped to get PR through PNP. Hundreds of thousands of international students came here thinking it was an easy way to get PR, and many don’t have scores high enough or PNP nominations.
