You need to wait until you are a PR before you can submit the application to sponsor your spouse. Then you can either include your spouse in your ongoing application as accompany9ing - will save you time and having to repeat medicals etc - or sponsor once you are a PR. Up to you.

(Note I've no idea about whether eg including in your ongoing as accompanying will affect your points and eligibility etc. Don't know about that stuff.)
I do not know where you are in the process of your own PR - but if your spouse has already done the medicals and (I think) they do the security other clearances just in case too, then it should not add much time. (It might if yours is almost done, I do not know - those who are in same PR app process as you might know);.Thanks.
