Hello Group.
I need your expert comments. My situation is as below:

My wife and I got our PR (Federal Skilled Worker) in 2011. We are in Canada since 2013.
My Wife wants to sponsor her sister (In India - Sister, her husband and a kid). Can she do it ? my wife is working as a part time tutor and has yearly earnings around 14K per year.

1. Can I be co-signer ? I might plan to sponsor my mother in future. Will being my co-signer put end to my sponsoring my mother ?
2. Can my wife sponsor her sister and her family ?
3. Anyone been into similar situation and care to share experience ?
4. Anything my wife's sister can do to improve on her chances to immigrate like IELTS test etc ?

I am gonna let more experienced ones to answer all your questions, however, as far as I know, there`s no way to sponsor a sibling unless she/he has nobody and you`re the only person who can take care of her. In your case, she`s married with kids. I suggest looking for other categories of immigration.

I'm not sure if that's true or not? My sister in law and her husband sponsored my sister in law's parents and sister.

You cannot sponsor, you can only sponsor if you are single no parents , parents and their dependants under 22 can be sponsored by their children , in this case its a sister.

No. Your wife already has family in Canada (you). So she is not eligible to sponsor a sister or "other" family member. The only family members she would be able to sponsor are her own dependent children or her parents and parent's dependent children (once you meet minimum income criteria).

As per CIC site (http://www.cic.gc.ca/english/immigrate/sponsor/relatives-apply-who.asp),

Option 2 – Other relative
You may sponsor one relative, related by blood or adoption, of any age if you meet all of the following conditions:
  • you do not have a spouse, common-law partner, or conjugal partner, or one of the following living relatives you could sponsor instead: (For this, My wife doe not have a spouce/ me, or any of below who she can sponsor. Now I am already a PR. She is already planning to sponsor her sister and none of the below we will be sponsoring)
    • son or daughter,
    • parent,
    • grandparent,
    • brother or sister,
    • uncle, aunt,
    • nephew or niece.
  • you do not have any of the above-named relatives who is a: - We meet this criteria
    • Canadian citizen,
    • permanent resident, or
    • registered Indian under the Indian Act.
Based on my comments in RED color, do you still think she cannot be a sponsor ?

Spouse is part of that list so you do not meet that criteria since the spouse is a permanent resident.

The bullet pointed family members are just those family members AS WELL as spouse

Yes. Your question has been asked a hundred times here, the answer is always the same. Anyone who has PR or citizen family members already in Canada, is not eligible to sponsor any "other" relatives. This class of app is meant for "lonely" Canadians, so those who have no spouse, no kids, and no parents.

Polygamy is illegal in Canada. Since that's the case, I wouldn't try to have your family sponsor your second wife. The only way your second wife could be related to your family would be illegal in Canada. You may raise legal concerns for yourself or your family by trying to apply via the family class.
