OINP-stem vs EE-stem with 474 points

I have 474 points and stem-related work, and my wife has 490 points with no targeted specialisation. We would like to get PR and live in Ontario. At the moment we see 3 options:
1) Wait for OINP invitation; (the last one was 471)
2) Wait for stem targeted draw from EE; (the last one was 481)
3) Wait for general draw for my wife (the last one was 535)
OINP seems like the most reliable one, but STEM draw in EE may be faster and cheaper.

What option looks better?

All the options are good, but you will need to wait some time. OINP is the least probable. Even if you get in the range, it doesn't guarantee to be invited.

Why OINP would not give an invitation? The last draw was with a lower score than I have. (471 < 474)

It seems that I've misread it initially. Going with one that will send an invitation first sounds reasonable. Thanks.
