My brother applied for PR. He received a pre-arrival email two weeks ago, but yesterday he received an email asking him to submit security and medical documents. How common is this? I thought he was all cleared for a PR card. Please share your experience here. Thank you

This is normal. The pre-arrival letter is sent earlier in the process and does not mean the application has been approved or that processing is complete. Your brother still needs to clear the medical and security checks (maybe more) before the application can be finalized.
