Sorry. Consider applying for GCMS notes to know full reasons if that is only reason for refusal. It can mean many things. It can mean large study gap so no reason to come to Canada now to pursue studies, why do you need to take program in Canada and at the specific school, what does school program offer that you cannot get you elsewhere, are you using it for immigration purposes due to age, education etc.
