With this recent announcement of Visas for Spouses of Temporary Visa holders, will it impact/bar the spouses of those who are in Closed Work Permit? Or is it only directed towards student from non-advanced degrees (Masters and Phds)?

This only impacts study permit holders and their spouses. No impact or announcement on those on LMIAs.
