My mother applied for a visitor visa to see my sister who is a PR in Canada. My sister had an accident that resulted bone fracture. We provided all hospital admission reports, Doctors' notes. We applied only for my mother's visitor visa after 3 months of her accident. The doctor recommended family support to recover her condition. But her visa was refused...

Now it is almost 5 months after my sister's accident, she has not recovered, we collected the doctor's updated note again and planning to apply again. We need your advise...

"I am not satisfied that you will leave Canada at the end of your stay as required by paragraph 179(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/ section-179.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors: • The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application."

Did you order GCMS notes? If not that may give more detailed explanation. How long was visit? How did you explain “family support” for her to recover? She is coming to visit not help as that would be considered to work to IRCC.

How did you explain “family support” for her to recover? : Yes, We explained that my mother would visit my sister to support her for two months to recover.
She is coming to visit not help as that would be considered to work to IRCC. We said she is coming to help her.

Really should order GCMS note because refusal can mean visit is too long and she is coming to help. The invitation should not say anything about support or help because IRCC may consider it work. Invitation should be visit daughter and spend time with her. She needs to show ties to return and ask for a two or three week visit.

So it was refused a year ago or only a a month ago? What are you changing to address the reason for refusal if you don’t have GCMS notes. Most likely is because the visit was too long (two to three weeks) and the doctor‘s note didn’t help saying she needs help and to IRCC that means work.

Now I will explain the purpose of the visit is to see my sister and spend some quality time so that my sister's mental stress can be reduced. Because my sister is taking depression medication. She is mentally upset with her accident and physical condition, she lost her job, mentally she is mentally distressed. And visit time would be three weeks.

Doctor's note says that my sister had an accident that resulted Vertebral Fracture, She is suffering with depression and diabetic, and she is taking depression medication.

So you have a new doctor’s note that makes no mention of support? Is she single/married? How is she getting support to do things now?

So all that is changing is length of visit and now spending quality time instead of helping. IRCC has past notes/letters etc. If she is unable to do things then say spouse/home care worker/cleaner/cook/ counsellor/physio/OT is providing support with day to day living. If she has depression then talk about how she is getting therapy. Outline her physio schedule etc. Given first application had a doctor’s note and letter stating that she needed help. The second application has to update how your sister is now getting help so your mom can just come visit. Discuss why two weeks is enough time to come.

She can try and if refused again then get GCMS notes and wait 6 months. Applying so quickly after a refusal is a red flag for IRCC.

Moreover, I have a good attachment with relatives, friends, and other community members, I feel happy to live with them. I contribute to the community people by providing them with health education and other family mediation by utilizing the knowledge that I gained from different professional training during my career with the Ministry of Health and Family Planning of Bangladesh.

For the visit, I have a total of $20,010.48 as liquid money available to execute my travel expenses. I am giving undertaking herein that I will bear my travel, medical, and all other incidental expenses while I stay there.

1. You need to show as much ties as possible to home country.
2. You need to mention that this is FAMILY visit to spend quality time.
3. Do not mention anything related to WORK or SUPPORT or CARE.
4. Make your letter precise and in tabluar form, IRCC officer will not read the whole content of size of newspaper.

So you never ordered GCMS notes? The letter talks about the accident with daughter needing care/help but then goes on to say she is only coming for quality time. It cannot be both. Include something of how her daughter and kids are being cared for while she is there. If kids are in school or daycare, include it. Include any support the daughter gets - cleaning, cooking - so that the two of them can have quality time. Or if a PSW is coming in during the day then include. What is quality time - can they go outside in the middle of winter? Can they sightsee? Has she improved physically? If so include that she has improved and can now do certain things (back to work, cook etc.) and is looking spend quality time with her mother. Mention a few things that they can do together - walks, concerts, movies

The biggest issue is this reads as though she is coming to care for her. IRCC will see that right away. They have access to past applications, letters and doctor’s notes. There needs to be an explanation of what quality time is. She is coming in the dead of winter so IRCC will know that they are not going anywhere.

This novel has to be whittled down . Remember KEY facts only .
Bullet points . The VO officer, who probably reviews many applicants will be zeroing in on key facts to make their decision. Take out the fluff . When I'm talking to someone in my current job I’m making notes with the key facts to arrive to my decision on an issue . Am I going to be lenient in my decision making or not ? The other stuff is fluff .
Focus on why they have to return . Quality time is relationship building activities. Not work related
