Dear Forum,

I am planning to come to Canada (Vancouver) in mid-March 2024 on a student visa, a 2-year program.
I have an 8-year-old daughter studying in Grade 3 in my home country, she has a Canada Visitor visa.


From my latest search, I am aware that I need to apply for an "open study permit" for her to continue her school in Canada.

I have below questions:

1. Can her visit visa be converted to an "Open study permit"?
2. If not what is the process for her to be eligible for school in Canada?
3. If she gets the permit, will it paid by the Government or I will have to cover the school fee?

People with first-hand experience please assist.

2. If school board requires a study permit, she applies for a study permit. Most do. You should be finding this out before you get to Canada.
3. There is no cost but you need to pay for before and after school care. Waiting lists can be years so assume you have looked into care for your child outside of her school hours. Your class schedule may not align with hers.

Noted for point 1.
For point 2. I will check with the school I am targeting before arriving in Canada. But when you say most do, means some might not ask for it? Is it not a mandate from IRCC?
For Point 3. I have my close family members there, I am planning to stay close to them, so I might not need pre and post-care. I hope you did not mean the waiting list for school admission as well.

After arriving in Canada I will apply for my kido, any idea if I apply from inside Canada, how much processing time I can expect?

Minors already in Canada should apply for a study permit. In some provinces or territories, they may need one to receive social services.

Minor children who are already in Canada may study without a study permit if they

  • want to go to pre-school, kindergarten, or primary or secondary school and have a parent who is a Canadian citizen or a permanent resident of Canada
  • are refugees or refugee claimants whose parents are refugees or refugee claimants
  • came to Canada as a visitor for a course or program of studies of 6 months or less
  • will study in a course or program of 6 months or less
  • are in Canada by themselves or on a visitor status
  • have a parent (biological or adoptive) who is authorized to work or study in Canada, including temporary residents who are
    • work permit holders
    • study permit holders

Over the past few years, more schools boards want children of school age to a have a study permit not a TRV. It is at the discretion of the school board whether to admit a child with a TRV. School admission will not have waiting lists. You still may want to show funds for daycare expenses. Do your family members live in the same catchment area? Are they taking the child to school everyday?

This is IRCC’s rules but school boards may ask for a study permit. The wording is all ”may” study without a study permit.

As I know which school, I am planning to get her enrolled, I will clarify with that specific school in this case, just to be sure, and will proceed as per that.

I plan to shift in mid-March 2024, I plan to shift close by to my existing family there, so it will be the same catchment area. When I say family, Its my own sibling so yes, they will support with everything they can.

Not sure what you mean by support, but you still need to show the funds to support yourself and your child.

Any idea exactly how much the fund you think is sufficient?

Have you paid first year tuition. Minimum $23k after tuition paid. Processing for study permit is about 4 weeks.

Ok sure
4 weeks is when you apply from Canada or outside of Canada? Because its common knowledge that applications raised from inside Canada are processed faster, whereas from outside Canada application takes longer time.

Inside. Study permit outside Canada is 9-12 weeks at least. Many people wait much longer depending where they live.
