Apply for PR after NOD

Hello Everyone
If someone can advise me,

how long i have to wait to apply for PR and RTD after getting NOD from RAD.
i read that i need to wait 15 days. Does that count sat or sun or it has to be 15 business day.

i got NOD from RAD on 4th Dec

You should wait until you get the paper copy in the mail.

I applied in Jan 2022
RPD Hearing was done on Feb 2023
20th March2023 got Negative Decision (IFA Reason)

lawyer ditched me.
20th 2023 June got removal order from CBSA ( Told me to book ticket by 28th Aug at interview)

Applied for NOA in 22nd June2023
27June2023 they asked me to send Appelent record by 23July 2023

RAD appeal submitted 23July2023
Appeal Allowed Positive Decision came on portal by 4th Dec 2023
In mail 10th Dec.
