Your sister-in-law has to show her own funds, travel history, ties to return. Your funds can be included but IRCC doesn’t need to consider them at all. She is not your family member either. She cannot be seen as coming to Canada to help your wife as that is considered work. It may be best for your wife to have the baby and then invite sister to come and visit to meet her new niece/nephew. Including a doctor’s note may backfire as then IRCC knows she is not coming just to visit but help. Even helping a family member is considered work/caregiving. That is why it is suggested to hire a cleaner, order groceries etc.
Ties to return - examples are job letter with approved leave, income properties, business
Single - she is single so has no family ties so needs strong work/student ties
Travel history - US,UK, NZ AUST
Funds - how long is her planned visit. Her funds should show she can afford airfare and visit without using all her funds.
You should present your case as your wife wanting emotional support or your SIL wanting to meet their new nephew or niece. Should not indicate that your SIL is needed to help your wife. You SIL would also need to show that she has the funds to support her own travels, that she has strong ties to her home country (job, property, spouse and children that will remain in home country, etc), that she has approved leave from work, that she has previous international travel, etc. I would not ask for more than 2-3 weeks given her age and profile. How long a visit did you ask for in the previous TRV application?

But on the application it asks that: is someone sponsoring you ?

She doesn’t have a sponsor. She shows her own funds. If she doesn’t have her own money, then state who is her sponsor with their funds. However, IRCC may not consider those funds especially if it is you.

Would gold evaluation work?
Have the property papers and a fixed deposit on her name for approx 250k and 15k cad.
Not sure if the gold evaluation would be acceptable.
Gold is not cash. How long has she had the property and FD? And FD can be turned into cash immediately? If all she has is $15k that is just the minimum because after airfare and travel expenses, IRCC may think she is spending all her money to come to Canada. If property is income property show rental agreements etc.
So she has to show 6 months of statements. Assume she saved the money herself. So she can show the funds and property.
Based on the reviews her chances are slim.
