how to call IRCC from outside Canda

I was able to call IRCC from outside Canada until a couple of weeks ago when suddenly it said "this toll-free number is not available to call from your area". Has anyone managed to call IRCC from outland recently?

Use a virtual Canadian phone number, plenty of apps that do it (e.g. Numero, OpenText, etc).
