No invite despite CRS score and Tie-break rule met

Hello Experts,
In the latest draw # 238 (on 18-Jan), the CRS score is 490 and tie-breaker criteria is Nov-2022. I had submitted my profile in March 2022 and my score is 490, but have not received invite as of 20-Jan. Could you please let me know the possible reasons?

Have you updated your NOC to the 2021 version? You won't get an ITA without that.

I just spoke with am immigration firm. They informed me about a technical glitch in the system which is causing the non-issue of ITA. Unfortuntely, the IRCC is not candid enough to mention this on the website to assuage concerns of the applicants like ourselves.

People are reporting the same technical glitch that happened in Jan 2023. Apparently, the tie breaker date is not correctly reported and could be a bit higher.
